Ukrainian President Volodymyr Zelenskyy announced on Wednesday that Ukraine had reached agreements on key elements of a post-war reconstruction plan during discussions with Jared Kushner, the son-in-law of U.S. President Donald Trump, and other high-ranking officials. These talks are part of efforts to finalize a comprehensive resolution to the ongoing four-year conflict.
Zelenskyy revealed that he and Kushner, along with Treasury Secretary Scott Bessent and BlackRock CEO Larry Fink, focused on an “economic document” during their meeting. The reconstruction of Ukraine following the devastation caused by Russian airstrikes and ground battles has emerged as a pivotal topic for negotiation, alongside security assurances and territorial concerns.
Emphasizing the importance of security in ensuring the success of reconstruction efforts and economic growth post-war, Zelenskyy stated that alignment with the American side on the principles of the economic document has been achieved. Discussions, which included Prime Minister Yulia Svyrydenko and senior military officials, also delved into a comprehensive “fundamental document” comprising 20 points aimed at ending the conflict, in addition to addressing security and economic aspects through associated documents.
Kushner has played a central role in mediating peace talks between Ukraine and Russia, participating in extensive discussions with Russian President Vladimir Putin and the Ukrainian delegation in Florida. One crucial aspect of Ukraine’s reconstruction plan involves the establishment of an investment fund targeting sectors like rare metals, a priority for the United States. The country, supported by European allies, is pushing back against a U.S.-backed peace proposal perceived as favorable to Moscow and seeks robust security guarantees to prevent further Russian aggression.
Zelenskyy expressed readiness to hold elections within three months if security for the voting process could be ensured by the U.S. and other allies. Despite facing pressure to expedite peace efforts, Zelenskyy rejected claims that he is clinging to power and dismissed allegations of using the conflict to delay elections. The legitimacy of potential elections, especially in regions under Russian occupation, remains uncertain amid the ongoing military actions.
The Ukrainian leader, along with European allies, firmly opposes ceding territory to Russia and raises concerns that the U.S.-supported deal may not adequately address security issues and could reward Russia for its invasion of Ukraine. A teleconference meeting of Ukraine’s allies, led by France and Britain, is scheduled to address these concerns, following statements in a recent U.S. National Security Strategy document that have sparked unease within European circles.
As the conflict intensifies and winter sets in, Russian forces continue their advance in Eastern Ukraine, particularly targeting the city of Pokrovsk. Ukrainian troops have been defending parts of the city against Russian incursions, with recent withdrawals from vulnerable positions outside Pokrovsk due to tactical considerations as confirmed by Ukraine’s top military commander. The situation remains fluid as both sides maneuver amid challenging weather conditions.
