
Shaina Low had expected a significant influx of aid into Gaza in 2026. However, she expresses disappointment as millions of dollars’ worth of supplies are set to remain idle in warehouses while the Palestinian population continues to suffer.
Low, a representative of the Norwegian Refugee Council (NRC), is among the spokespersons for over two dozen humanitarian organizations that Israel is prohibiting from operating in the Gaza Strip starting Thursday due to non-compliance with new registration regulations.
Israel argues that the regulations are designed to thwart Hamas and other militant groups from infiltrating these aid organizations. Conversely, the banned entities argue that these rules will exacerbate an already dire situation in a region grappling with deadly floods and navigating a delicate ceasefire.
“The frustration for us as aid workers lies in the awareness of available resources outside our reach. Israel’s persistent obstruction over the past two years has hindered us from delivering supplies, expanding operations, and reaching vulnerable communities,” Low explained to guest host Paul Hunter on As It Happens.
“The recent registration requirement is viewed as another layer of obstruction in our humanitarian efforts.”
Debated New Registration Guidelines
Earlier this year, Israel introduced new directives mandating aid organizations to disclose employee details and operational and funding specifics to maintain operations in Gaza.
The Ministry of Diaspora Affairs of Israel disclosed that more than 30 organizations, constituting approximately 15% of those working in Gaza, failed to comply and would face suspension.
Among these are notable organizations such as Doctors Without Borders, World Vision International, and various regional branches of Oxfam, including Oxfam Quebec.
“The message is simple: humanitarian assistance is appreciated, but exploiting humanitarian channels for terrorist endeavors is unacceptable,” stated Diaspora Affairs Minister Amichai Chikli.

When questioned about why the NRC doesn’t comply with Israel’s data requirements, Low clarified the complexities involved. She highlighted that divulging staff names would breach privacy laws in multiple European countries where the organization operates and could jeopardize the safety of NRC personnel.
