Uncertainty clouds US strategy towards Venezuela

The United States has been increasing military presence in the vicinity of Venezuela, including threats of military action and raids on suspected drug boats near its shores. However, there is uncertainty surrounding the Trump administration’s strategy towards Venezuela and the fate of its President, Nicolás Maduro, according to some analysts.

Will Freeman, a fellow specializing in Latin America studies at the Council on Foreign Relations, expressed frustration over the lack of clear objectives and intentions in the U.S. policy towards Venezuela. He raised questions about the ambiguity and whether President Trump himself is certain about the desired outcome.

Trump has offered conflicting stances on Maduro, at times rejecting regime change, issuing ultimatums for his departure, proposing diplomatic resolutions, and later labeling him as a narco-terrorist. Freeman suggested that these varying perspectives reflect Trump’s indecision regarding Maduro and the future course of action.

‘Messaging has been very mixed’

While the ultimate aim appears to be Maduro’s exit from the country, the means to achieve this remain unclear, leading to confusion among observers. Daniel Batlle, an adjunct fellow at the Hudson Institute focusing on Latin America and the Caribbean, noted the inconsistency in the messaging and doubts about the extent of pressure the U.S. is willing to apply.

Geoff Ramsey, a nonresident senior fellow at the Atlantic Council’s Adrienne Arsht Latin America Center, highlighted the differing views within the administration. Some, like U.S. Secretary of State Marco Rubio, prioritize regime change, while others seek a diplomatic approach to further U.S. interests in energy, migration, and geopolitics.

Ramsey emphasized the presence of divergent objectives within the administration and the lack of a cohesive vision, indicating a potential lack of coordination.

‘Throwing everything at the wall’

Speculation exists about whether the ambiguity in the U.S. strategy towards Venezuela is deliberate to unsettle Maduro and pressure him into compliance. Will Freeman suggested that the administration’s multifaceted approach might stem from a lack of a strong rationale or a comprehensive plan.

Since September, the U.S. military has conducted numerous operations targeting suspected drug boats in the Caribbean and Pacific, intensifying the standoff with Maduro’s government. This included deploying troops and authorizing covert CIA activities in Venezuela, with Trump asserting control over the country’s airspace. Trump recently hinted at imminent land strikes against Venezuela.

The campaign against Venezuela is framed as an effort to combat drug trafficking, with Trump accusing the country of being a key hub for fentanyl. However, experts point out that the majority of fentanyl originates from Mexico, and cocaine, the primary concern from Venezuela, constitutes a smaller portion compared to Colombia.

While some suggest the focus on Venezuela is due to its vast oil reserves, the administration maintains that the primary issue is the alleged drug exportation. Recent actions by the U.S., including military deployments and strikes, have raised legal and ethical questions, with concerns about potential war crimes.

While the U.S. aims for regime change in Venezuela, the complexity of the political landscape requires more than just ousting Maduro and his inner circle, as per Batlle.

‘Have to dismantle the whole system’

The entrenched network supporting the current regime necessitates a comprehensive dismantling beyond Maduro’s removal, involving various factions within the government, military, and criminal organizations linked to the regime.
