The largest union representing federal public service employees has filed official complaints urging the government to halt the implementation of its early retirement incentive program until negotiations with the union are conducted. The Public Service Alliance of Canada (PSAC) claims that the government’s unilateral announcement of the program is unfair and undermines the union’s representation role.
PSAC alleges that by offering separation packages directly to public servants without union involvement, the government is interfering with the terms and conditions of employment negotiated with union members. Approximately 68,000 civil servants aged 50 and above were invited to assess their eligibility for the program last year, which is projected to cost $1.5 billion over five years.
The union argues that the program’s rollout bypasses the agreed-upon workforce adjustment process and leaves PSAC members uninformed about how staff reductions will be carried out. PSAC’s complaint accuses the government of undermining the union’s bargaining role and creating confusion among members.
Labour lawyer Marc Boudreau, who reviewed the complaints, stated that the union feels sidelined by the program’s introduction and desires to be actively involved. Despite ongoing collective agreement negotiations, PSAC believes the government’s actions violate employment terms and conditions.
PSAC’s submissions during negotiations highlight its proposals to enhance support measures for affected employees, such as increasing the education allowance. The lack of clarity surrounding the early retirement program has raised concerns among union representatives and legal professionals.
While PSAC insists it is not against early retirement itself, it condemns the program’s rollout without proper negotiations. The Treasury Board President’s office declined to comment on the issue, and the next steps will be determined by the labor relations board following the government’s response to the complaints.
