Prime Minister Mark Carney has been vocal about reducing Canada’s economic reliance on the United States since assuming office. He has emphasized Europe as a key market for Canadian exports. Speaking at an EU-Canada summit in Brussels last June, Carney described Canada as the most European of the non-European countries, highlighting the importance of the European Union for Canada’s global engagement.
Subsequently, Canada has deepened its ties with the EU by entering into a security and defence partnership and enhancing the existing free trade agreement this week. This closer integration between Europe and Canada has sparked discussions about the possibility of Canada joining the EU.
Augusto Lopez-Claros, a former World Bank economist, and executive director of the Global Governance Forum, believes that Canada could potentially join the EU with modifications to the Treaty on European Union. Although the current treaty excludes non-European states, Lopez-Claros suggests that amendments could be made through unanimous consent of EU members.
Lopez-Claros argues that Canada already aligns with the EU’s values and could benefit from increased global influence by joining the union. However, Prime Minister Carney has stated that Canada aims for a closer partnership with the EU but does not intend to seek membership.
On the other hand, trade expert Meredith Lilly warns that EU membership could diminish Canada’s sovereignty and complicate border agreements and immigration policies. Lilly suggests that instead of pursuing EU membership, Canada should focus on ratifying the existing Canada-EU trade deal and enhancing economic relationships with European nations.
Fen Osler Hampson proposes an alternative alliance involving Canada, Germany, key EU members, and other nations like the UK, Japan, South Korea, Australia, and New Zealand. This new league could serve as a counterbalance to great powers and promote respect for sovereignty in international trade.
While the idea of Canada joining the EU garners some support among Canadians, there are concerns about the implications for Canada’s autonomy and trade relationships with other nations. The ongoing debate reflects Canada’s efforts to diversify its trade partnerships while navigating the complexities of global economic alliances.
