Canada and South Korea Sign Defense Pact amid Rising Geopolitical Tensions

Canada and South Korea have recently inked a fresh defense pact, approximately a month subsequent to Prime Minister Mark Carney’s call for middle powers to unite against economic coercion from “great powers.” The agreement, finalized after talks in October, focuses on the sharing and safeguarding of classified military and defense data. Ottawa had earlier stated that the pact would serve as a legal foundation to enhance cooperation on various aspects such as defense procurement, industrial security, and research.

During their recent meeting, the two nations also committed to updating their strategic partnership to align with present geopolitical circumstances. Additionally, discussions have commenced on a defense cooperation agreement, which will establish a legal framework for joint military operations. Carney, in a speech at the World Economic Forum in Davos, emphasized the need for middle powers to collaborate against “American hegemony” and the domination attempts of larger nations.

The agreement coincides with the rivalry between South Korea’s Hanwha Oceans and Germany’s TKMS for a substantial contract to provide Canada with up to 12 new submarines. Industry Minister Melanie Joly highlighted Canada’s interest in broader industrial benefits beyond the submarines, expressing a desire to boost vehicle manufacturing partnerships with South Korean, German, and Chinese automakers.

James Bezan, the Conservative critic for national defense, criticized the government’s focus on non-binding agreements, arguing that they do not enhance the operational capabilities of the Canadian Armed Forces. Bezan emphasized the importance of promptly acquiring necessary equipment to strengthen national defense, pointing out the discrepancy between rhetoric and the actual resources available to the armed forces under Carney’s leadership.
