Phil Gurski, a former Canadian Security Intelligence Service (CSIS) analyst, emphasizes the need for enhanced screening measures for visitors from China to prevent infiltration by Chinese government agents.
Gurski advocates for CSIS to bolster its resources to thoroughly vet all Chinese visitors across various categories entering Canada. Concerns have been raised regarding Chinese government agents engaging in surveillance, online attacks, and intimidation tactics against the Chinese diaspora in Canada.
Marie Lamensch, from the Montreal Institute for Global Security, highlights the presence of Chinese “secret police stations” in Canada, indicating potential intimidation efforts. A human rights group report in 2022 identified the establishment of “police stations” by the Chinese government worldwide, including in Canada.
The Montreal Institute for Global Security has released a comprehensive report on transnational repression in Canada, underscoring the urgent need for stronger protections for targeted individuals and robust countermeasures against foreign interference. Justice Marie-Josée Hogue’s inquiry emphasized the severity of transnational repression in Canada, particularly attributing it to the People’s Republic of China.
In response to these challenges, Public Safety Minister Gary Anandasangaree appointed Anton Boegman as Canada’s first Foreign Influence Transparency commissioner. The report also addresses the growing economic ties between Canada and countries like China and India, despite concerns of transnational repression activities.
The report emphasizes the need for Canada to address the evolving threat of transnational repression by improving policy frameworks, enforcement mechanisms, and providing adequate support to those affected. Collaboration within the G7 and the utilization of new technologies are recommended to combat transnational repression effectively.
